D.C. dispensaries brace for Virginia’s coming cannabis competition
Virginia’s newly signed recreational cannabis law is set to reshape the region’s market, Axios reports. D.C. dispensaries have long relied on Virginia customers who lack legal retail access at home — District Cannabis says roughly 12% of its Union Market shoppers come from or through Virginia, and tend to spend more per visit. Two dates to watch: on August 15, Virginia closes its “25:1” hemp loophole, making many hemp-derived THC products illegal there — which could briefly push more Virginia shoppers into D.C. Then next July, when Virginia’s own retail market opens (licenses capped at 350, 21+ possession up to 2 ounces, 6% sales tax rising to 8% by 2029), D.C. shops expect to start losing those customers for good. D.C. operators are leaning on on-site consumption options and all-local sourcing to compete.

Virginia sets July 2027 launch for retail cannabis sales, shifts hemp oversight to CCA
Virginia is moving toward a regulated adult-use cannabis market with retail sales set to begin July 1, 2027. The state will also transfer hemp oversight to the Cannabis Control Authority and implement new THC limits beginning in 2026.
