The Virginia Cannabis Control Authority (CCA) is asking stakeholders to help shape the state’s future retail marijuana market by participating in a public survey on proposed cannabis regulations.
The survey, which is open through July 21, is designed to gather input from businesses, consumers, advocacy groups, and others who may be affected by Virginia’s regulated cannabis market. According to the CCA, the feedback will help inform future regulations as the agency continues building the framework for adult-use cannabis sales.
The agency is seeking comments on a broad range of topics, including operational challenges, potential regulatory impacts, consumer interests, and other issues that could influence the development of Virginia’s retail cannabis program.
“This is about making sure we hear directly from the people who are closest to the work and the impacts,” said Jamie Patten in a statement announcing the initiative. “Stakeholder feedback is an important part of our process as we work to develop regulations that protect public safety, advance public health, and support a well-regulated cannabis market.”
The survey marks another step in Virginia’s effort to build a regulated adult-use cannabis market ahead of licensed retail sales, which are expected to begin in 2027 under recently enacted legislation. While lawmakers established the legal framework for commercial sales, many of the operational rules governing licensing, compliance, product standards, and retail operations have yet to be finalized.
For prospective licensees and existing cannabis businesses, this public comment opportunity offers an early chance to influence how Virginia’s regulatory program is designed before formal regulations are proposed.
Stakeholders can submit feedback through July 21, after which the CCA will review responses as part of its ongoing rulemaking process. The agency has said the information collected will help guide regulations intended to balance public safety, public health, and a stable, well-regulated cannabis marketplace.
