D.C. Mayor Muriel Bowser has signed emergency legislation that temporarily simplifies the transition from a conditional medical cannabis license to a standard, location-bound license. Under the measure—active through October 28, 2026—applicants can now use a zoning certificate instead of a full Certificate of Occupancy (COO) to move forward while buildouts are underway. However, regulators at ABCA emphasize that conditional licenses still face a hard 3-year expiration limit from their original approval date, after which unconverted licenses will be cancelled.
