Washington, D.C.’s medical cannabis market surged past another milestone in July, generating $10.6 million in total operator sales as cultivator and manufacturer revenues reached new heights.
Data released in the Alcoholic Beverage and Cannabis Administration’s (ABCA) July 2026 report shows program-wide revenue rising to $10,605,830—a solid increase over June’s $10.38 million and a 20.0% jump compared to July 2025’s $8.83 million total.
Cultivation and Manufacturing Propel Growth
While retail dispensaries generated the bulk of sales at $6,601,905 (up slightly from $6.57 million in June), supply-chain operators recorded strong month-over-month growth:
- Cultivation Centers: Reached $903,955 in sales, up from $853,615 in June.
- Manufacturers: Grossed $3,099,970, up from $2,953,747 in June.
Year-over-year, dispensary revenue grew 21.6%, while combined cultivation and manufacturing sales surged 17.5%. Active retail licenses dipped slightly from 69 to 65 operating stores in July.
Patient Base Reaches 136,000
Total registered D.C. resident patients expanded to 136,882 in July, up from 131,133 in June. Among registered residents, 25,043 unique patients made a purchase during the month, averaging $59 per transaction across 70,295 unique sales.
Out-of-state visitors continued to serve as a key revenue driver through temporary self-certification:
- Temporary Self-Certified Patients: 12,599 visitors registered in July, with 13,719 unique buyers spending $2,028,311. Virginia led temporary registrations at 4,271, followed by Maryland (1,635) and North Carolina (935).
- Reciprocity Patients: Non-residents utilizing state-level reciprocity accounted for 2,101 purchasing patients and $426,231 in total sales, with Maryland (892) and Virginia (807) making up the vast majority.
Flower and Vapes Top Product Categories
Usable flower and bud retained the largest market share by value, generating $3,342,816 on 737 pounds sold.

- Infused Edibles: $790,758 (23,182 units)
- Raw Pre-Rolls: $757,240 (128 lbs)
- Infused Concentrates: $149,284 (2,711 units)
Enforcement Activity Moderates
Following higher enforcement numbers in June, ABCA compliance activities slowed in July. Regulators reported zero observed violations, zero facility closures, and zero pounds of destroyed cannabis waste, down from 4,214 pounds in June. Scheduled inspections moderated slightly to 23 for the month.
