Maryland cannabis dispensary SweetBuds fined $15,000, ordered to increase oversight after state investigation

The Maryland Cannabis Administration (MCA) issued a consent order against Bloomworks Wellness LLC, doing business as SweetBuds, after investigators found multiple violations involving cannabis seed tracking, storage, and labeling at the Frederick-based dispensary. The order, finalized in Case No. 24-00247, resolves administrative charges first brought by the agency on January 15, 2025.

According to the MCA, a May 28, 2024 complaint prompted an investigation that uncovered discrepancies between SweetBuds’ advertised cannabis seeds and the inventory recorded in Metrc, the state’s seed-to-sale tracking system. Investigators reported that not all seeds listed for sale online were logged in Metrc, and sales of some seeds had not been recorded in the system as required under state regulations.

The MCA also found that some seeds were improperly stored outside the dispensary’s secure vault, and that certain seed packaging failed to include mandated information—specifically, the name of the Maryland-licensed facility where the seeds were derived or propagated, and a required warning label stating: “For home cultivation only. Must be 21 years old or older or a registered patient for home cultivation.”

In addition to the seed-tracking and packaging violations, investigators identified two incidents in which the dispensary allegedly dispensed medical-only cannabis products to adult-use consumers, exceeding THC limits allowed for adult-use sales under COMAR rules.

The consent order concludes that the violations constitute failures to accurately track inventory, maintain compliant labeling, and follow required storage and sales protocols.

Under the terms of the agreement, SweetBuds must pay a $15,000 fine to the state’s Compassionate Use Fund within six months. During the same six-month period, the dispensary is required to:

  • Submit monthly inventory records to the MCA
  • Submit monthly seed requisition documentation
  • Provide monthly proof that all seeds listed for sale online are correctly entered into Metrc
  • Ensure all dispensary agents complete designated Metrc training courses and pass associated quizzes with scores of at least 80%

The consent order also requires SweetBuds to cover all costs associated with compliance. As part of the agreement, the company waives its right to contest the findings or pursue an appeal and acknowledges that the document is a public record under Maryland law.
