The Alcoholic Beverage and Cannabis Administration (ABCA) and the Metropolitan Police Department (MPD) executed closure orders last week at three unlicensed cannabis retailers: YouGroGurl, Puff Puff Pass and Smoke Shop, Inc..
YouGroGurl, located at 1410 22nd Street SE, was shut down for the second time, after previously being closed for illegal cannabis sales at a different location on Feb. 13, 2025. The closure highlights repeated violations and the city’s enforcement efforts to dissuade former I-71 market operators from continuing sales.
During the operation, authorities seized cannabis and other controlled substances:
- YouGroGurl: 13.5 pounds of cannabis, 3,500 grams of THC concentrate, over a pound of grams of THC edibles, 11.5 grams of THC vape refill cartridges, 250 grams of THC wax, 47.5 grams of mushroom edibles and 3.5 grams of mushroom capsules.
- Puff Puff Pass (1853 7th Street NW): 1.5 ounces of cannabis, 161 grams of THC vape pens and 3.6 grams of mushrooms.
- Smoke Shop, Inc. (1603 U Street NW, #2): 21.7 pounds of cannabis, 200 grams of THC edibles, 2,352 grams of THC vape refill cartridges, 532 grams of mushroom edibles and 10 grams of mushroom capsules.
Three individuals were also arrested, one at each shop.
The closures are part of ongoing citywide enforcement following the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted ABCA enhanced civil enforcement powers. Since the bill’s enactment on July 15, 2024, 84 illegal cannabis businesses have been padlocked in D.C., according to ABCA.
